The Baltimore City Department of Public Works (DPW) will hold its annual public meeting on Thursday, January 15, 2026, to provide updates on the Sanitary Sewer Modified Consent Decree (MCD). This meeting will discuss the revised Phase II Plan and DPW’s long-term plans to address overflows in the sanitary sewer system.

The Modified Consent Decree is a legal agreement between the City of Baltimore, the U.S. Environmental Protection Agency (EPA), and the Maryland Department of the Environment (MDE). It outlines the measures the City must take to prevent and mitigate sanitary sewer overflows within Baltimore’s sewer collection system.

The January 15 public meeting will take place at 6:00 p.m. at Cylburn Arboretum Vollmer Center, 4915 Greenspring Avenue, Baltimore, MD 21209.

Attendees will have the opportunity to:

  • Receive a comprehensive overview of the City’s work under the MCD.
  • Interact with DPW experts at individual learning stations covering key topics such as:
    • Preventive maintenance programs
    • Upcoming sanitary sewer design and construction projects
    • Water quality and compliance efforts
    • The Basement Backup Expedited Reimbursement Program (BBERP) and Sewage Onsite Support (SOS) Program for basement backups caused by wet-weather events
  • Learn about DPW’s educational initiatives, including the free “Baltimore City DPW Sewer Heroes” coloring book, designed to teach children about keeping the sewer system free from clogs and debris.
